UNCLASSIFIED // OPEN SOURCE | Tuesday, 13 October 2026 | Vol. 2026-286 | As of 131630 EDT OCT 26
BLUF. No topic changed crisis level since the 13 Oct baseline. The regional war remains at PROBABLE CRISIS (↑): Hormuz saw a record six ship strikes on 11 Oct and two more today, Houthi strikes have now killed 18 in Saudi Arabia, and both Iran and the US are preparing for a post-3 Nov round. Russia holds at POTENTIAL (=) because Moscow has not accepted the US "energy ceasefire." The midterms hold at ENVIRONMENT FOR CRISIS (↑), with courts still checking federal moves on election administration. Bitcoin holds at ENVIRONMENT FOR CRISIS (=) after a $771M leverage flush. Tomorrow's 0830 CPI print is the next macro trigger.
| TOPIC | CRISIS LEVEL | DOM. INDICATOR | KEY DRIVER (today) | TREND |
|---|---|---|---|---|
| Widespread war (Israel-originated) | PROBABLE CRISIS | EXTREME | W-1 Hormuz: 6 strikes on 11 Oct (UKMTO), 2 more 13 Oct; Houthi toll in KSA 18 dead incl. 1 US citizen; Iran fortifying nuclear sites; 3rd US carrier group reported inbound | ↑ (no change) |
| Russian aggression | POTENTIAL CRISIS | SIGNIFICANT | Kremlin has not confirmed the "energy ceasefire," Lavrov rejects a pause; 6 UA energy sites hit 12 Oct; drone exploded in Moldova 10-11 Oct; US pressure on Kyiv over refinery strikes | = (no change) |
| US midterm results | ENVIRONMENT FOR CRISIS | SIGNIFICANT | M-1: DC court rules DOJ voter-roll program and transfer of voter data to ICE illegal; DOJ charges 16 in election cases; armed-agent suits still pending; activists press emergency powers | ↑ (no change) |
| Bitcoin | ENVIRONMENT FOR CRISIS | ABNORMAL | B-5: risk-off ahead of 14 Oct CPI; $771M liquidations; intraday low ~$81.0k (35.8% below ATH, at the B-1 line); ETF outflows ~$680M last week | = (no change) |
Level change since 13 Oct baseline (1400 EDT): none. Trend: ↑ toward crisis, ↓ away, = no net change (analyst addition; not in the white paper).
Hormuz (as of 131500 EDT). UKMTO logged attacks #170 and #171 on 13 Oct: a container ship and a tanker struck by unknown projectiles in the strait, with no details on damage (UKMTO; AA, 13 Oct). Delayed UKMTO reports put strikes on 11 Oct at six vessels, a war-high single-day count (The National, 13 Oct; World Ports Org., 13 Oct). Kpler's 7-day average of confirmed strait oil transits was 10.5 mb/d through 10 Oct, against a 17.1 mb/d pre-war baseline. Its preliminary days typically revise up 1.5-2x (Kpler briefing, 12 Oct). Secretary Rubio's claim last week that flows are "almost as much... as before this conflict" does not match the Kpler data (The National).
Saudi Arabia / Houthis. Houthi strikes on Riyadh's King Khalid airport have killed at least 18 and injured more than 300. The airport is closed until midnight 17 Oct (The National, 13 Oct; Bloomberg via Energy Connects, 13 Oct). Rubio confirmed a US citizen among the dead of 10 Oct (Washington Examiner). Today the coalition struck Sanaa and the al-Suhaba fuel facility after an evacuation warning (AP, 13 Oct). Asked about the Houthis on 12 Oct, Trump said only that they are "misbehaving very badly" (INN, 13 Oct).
Iran / US posture. Per the WSJ (via The New Arab, 13 Oct), Tehran is building berms at Pickaxe Mountain and Natanz and has warned that it could strike Saudi oil and US warships, and even make ground incursions into Gulf states, if US strikes resume after 3 Nov. The same report has a third US carrier strike group and another Marine unit heading to the region (The New Arab). Trump has said there will be no strikes before the midterms and that the war "will end very soon" (INN). Axios reports that Netanyahu pressed for a large operation before Israel's 27 Oct vote (Axios, 13 Oct; full text not retrieved). Iran says it is "reviewing the Americans' proposals" through Pakistan and Qatar, with its "preconditions" intact (AA, 12 Oct).
Lebanon. On 12 Oct, a suspected Hezbollah cluster munition left over from earlier fighting exploded near Yiftah in northern Israel, killing one and injuring about 20-30. On 13 Oct the IDF made four strikes in the south and warned Galilee residents that more were coming (L'Orient Today, 13 Oct; An-Nahar). Lebanese forces seized about 500 kg of Hezbollah explosives at Dahr al-Baidar (JPost, 13 Oct).
Indicators. W-1 EXTREME (=, reconfirmed). W-2 EXTREME (=, toll up 13→18). W-4 ABNORMAL (=; confidence raised from low to moderate on explicit Iranian threats). W-5 SIGNIFICANT (=; the American killed was a civilian, and no new US service deaths were found). W-6 SIGNIFICANT (=). W-7 SIGNIFICANT (=, Brent ~$105-106 intraday 13 Oct; Economic Times). W-8 SIGNIFICANT (=). W-3 SIGNIFICANT (=). Roll-up: 2 Extreme + 5 Significant = PROBABLE.
ANALYST NOTE. Both sides now appear to be setting conditions for a post-3 Nov round, not a settlement. We assess with moderate confidence that a US-Iran deal restoring Hormuz transit before 30 Nov remains unlikely (about 20%, unchanged). Renewed US strikes on Iran before 3 Nov are very unlikely (about 10%) given Trump's public pledge. The near-term path to IMMINENT still runs through the Saudi-Houthi front. A US citizen is now dead, Riyadh's main airport is shut, and Iran has offered to "facilitate" Saudi-Houthi dialogue while threatening Saudi oil, so the incentive for the US to join (W-5/W-6 tripwires) is rising. The second danger window is 27 Oct to 3 Nov, when the Israeli and US votes give Netanyahu a motive to move first. FPI watch: Brent above $100 keeps pressure on rates.
Energy "ceasefire." ISW assesses that no energy ceasefire exists as of 12 Oct. A White House official called Trump's 11 Oct post a "potential deal." Lavrov said Zelensky does not "deserve a respite," and Peskov rejected a 60-day pause for elections (ISW, 12 Oct; Al Jazeera, 13 Oct). Russia struck six Ukrainian energy sites on 12 Oct. Overnight into 13 Oct it hit cities and logistics but no energy targets, the first such night since the announcement, and it is unclear whether that was deliberate. Four were killed in Kharkiv. Six ballistic missiles reached Kyiv without prior warning (France 24/Reuters, 13 Oct).
US pressure on Kyiv. Two Ukrainian officials told the Kyiv Independent that US counterparts threatened to cut intelligence sharing and PURL arms if Ukraine strikes Russian energy during the truce (Kyiv Independent, 12 Oct). FM Sybiha says intelligence is still flowing (France 24). The announcement followed a temporary easing of US sanctions on Russian diesel. The Kremlin's spokesman denies any linkage to Ukraine (AA, 13 Oct).
Talks and sanctions. Deputy FM Ryabkov said on 13 Oct that there is "no specific agreement" on a trilateral meeting (TASS, 13 Oct). On 12 Oct the EU adopted its largest-ever package of listings: 1,569 individuals and entities in Russia's military-industrial complex (Consilium, 12 Oct).
Flank and front. A drone exploded in open land near Geamăna, Anenii Noi (Moldova), on the night of 10-11 Oct, with no casualties. It is Moldova's 57th airspace incident this year (Moldpres). Romania issued RO-ALERTs near Tulcea on 12 Oct, with no incursion reported (ACTMedia). ISW reports Russian attack tempo near Slovyansk and Kramatorsk falling (about 3 per day in October vs 14 in August) as Ukrainian counterattacks continue (ISW, 12 Oct).
Indicators. R-3 SIGNIFICANT (=). R-4 SIGNIFICANT (=, reconfirmed by Moldova). R-10 ABNORMAL (=, upward pressure; "announced partial truce being violated" fits exactly). R-1/R-2 ROUTINE (=). R-6 ABNORMAL (=; no Oct 2026 strategic exercise found). Roll-up: 2 Significant = POTENTIAL.
ANALYST NOTE. The "energy ceasefire" is a US-Ukraine arrangement more than a Russia-Ukraine one. Ukraine is holding fire on refineries under US pressure while Russia keeps its winter grid campaign. We assess with moderate confidence that a formally confirmed Russian halt on energy strikes by 31 Oct is unlikely (about 20%). RUS-03 (5 or more energy-strike days, 14-31 Oct) remains likely, though tonight's pause is a data point against it. The unwarned ballistic salvo on Kyiv should be watched as a possible early sign of degraded US warning support. The flank picture is unchanged: repeated munitions on Moldovan soil with no casualties.
Courts. Judge Sooknanan (D.D.C.) ruled the DOJ voter-roll policy illegal and found that transfers of voter data to ICE/HSI violated the Privacy Act. DOJ is "reviewing the ruling." At least 16 states had shared rolls voluntarily (Stateline, 13 Oct; opinion PDF). The state citizenship lists ordered by the March EO are under a 30-day notice requirement in D. Md., which effectively puts them out of reach before 3 Nov (Stateline).
Federal enforcement. On 12 Oct DOJ announced charges against 16 people for individual election crimes in nine states, mostly noncitizen voting (DOJ, 12 Oct). D.C. suits seeking to bar armed federal agents from polling sites were still pending, with no ruling found (Roll Call). The administration's Election Day plan includes 1,000 monitors and FBI command posts. The Pentagon says it has no plans to send troops to polling places (Votebeat, 13 Oct).
Information environment. Votebeat reports that activists with White House access are urging emergency powers to restrict voting machines. One of them, attorney Peter Ticktin, has raised "martial law." The Georgia State Election Board chair has asked DOJ to compel software changes before November (Votebeat, 13 Oct). These are calls from private actors and one state board chair, not federal actions.
Administration. USPS and election officials are urging voters to return mail ballots early because of delivery changes (Votebeat, 12 Oct).
Indicators. M-1 SIGNIFICANT (=). M-2 ABNORMAL (=, another policy vacated). M-7 ABNORMAL (=, pressure rising, still below the "officials amplify" line). M-3 to M-9 pending. Roll-up: 1 Significant + 2 Abnormal = ENVIRONMENT.
ANALYST NOTE. Courts keep acting as the damper on M-1, and the federal levers available before Election Day are narrowing. The risk is moving from pre-election process to post-election narrative. That makes M-7 (information) and M-5 (certification) the indicators to watch after 3 Nov, especially in Georgia. We assess with moderate confidence that M-1 will likely remain Significant and not reach Extreme through 3 Nov (about 80%). This assessment takes no position on any party's prospects.
Price (as of 131600 EDT). BTC traded about $81,000-84,200 on 13 Oct. Closes differ by provider and cutoff, from ~$81.2k to ~$83.6k (CoinMarketCap, 13 Oct; Crypto Times, 13 Oct). The intraday low of ~$81,034 was 35.8% below the ~$126.2k ATH, inside the B-1 Abnormal band. Closes stayed at or near the line.
Leverage. Liquidations hit $771M in 24h, $685.6M of it longs (CoinGlass via CoinMarketCap). A KOSPI drop of about 6.1% tripped a circuit breaker and spilled into crypto. Fear & Greed is 57 (Convex).
Flows. US spot ETFs posted -$65.4M on 12 Oct (all IBIT), with October to date at -$451.7M (Farside; Bitcoin Mastery). Last week's -$681M was the worst since late June (SoSoValue via CMC).
Macro. September CPI is out 14 Oct at 0830 ET (BLS), and the FOMC meets 27-28 Oct.
Indicators. B-5 ABNORMAL (=). B-7 ABNORMAL (=). B-1 ROUTINE (border; intraday touched Abnormal). B-10 now ROUTINE on data ($771M is below the $2B line; previously not collected). B-4 ROUTINE (=). Roll-up: 2 Abnormal = ENVIRONMENT.
ANALYST NOTE. Today was a leverage flush driven by equities, not a crypto-native failure. Stablecoins, custody, and the network show no new stress. We assess with moderate confidence that a hot CPI print likely pushes BTC to a daily close below $81k (B-1 Abnormal) within the week. That alone would not change the topic level, since it would give 3 Abnormal and still read ENVIRONMENT. A second Fed hike on 28 Oct would push B-5 to Significant and the topic to POTENTIAL.
