I. WIDESPREAD WAR (ISRAEL-ORIGINATED) | PROBABLE CRISIS

Hormuz (as of 140700 EDT). UKMTO Warning 172-26, reported time-late on 14 Oct, adds a third 13 Oct incident: an inbound ~50,000-tonne container ship struck by an unknown projectile at about 1640 UTC, minor damage, continued passage, no casualties (Arab Times, 14 Oct; Al Arabiya/Reuters, 14 Oct). That sits alongside UKMTO #170 and #171 (container and tanker) already logged for 13 Oct (UKMTO). Two senior Iranian officials told Reuters that Tehran has shifted attack tactics for about 10 days, using unarmed spotters in small boats after radar losses, aiming to keep oil prices high ahead of the US midterms, and warning of "complete closure soon." JMIC on 11 Oct still rated the Hormuz threat "severe" (Straits Times/Reuters, 14 Oct).

Saudi Arabia / Houthis. Saudi authorities said a Houthi attack on an Aramco administrative building in Dhahran caused a "limited fire" with no casualties there, while debris from two intercepted cruise missiles wounded four people (two women, a man, a child) and damaged 15 homes in Riyadh (AFP via Gulf News, 14 Oct; AA, 14 Oct). Houthi spokesman Yahya Saree claimed strikes on Aramco Dhahran, a Riyadh Aramco refinery, and King Khalid International Airport, and vowed more attacks on Saudi airports and oil facilities (AA; Gulf News). New explosions were reported in Riyadh on Wednesday morning as the coalition said it intercepted further missiles and drones (AP, 14 Oct). Trump continues to weigh joining the Saudi fight and has called Houthi behavior "not nice" / "very badly"; the Houthis warn they will target US interests if Washington intervenes (Gulf News; Euronews, 14 Oct). The prior brief's Riyadh airport death toll of 18 (including one US citizen) and airport closure through 17 Oct stand unless updated by Saudi authorities.

Iran / US posture. No acknowledged US strike on Iranian territory was found for 13-14 Oct (WAR-05 still open). Diplomatic channels through Qatar and Pakistan remain active; Iranian officials say Washington's reply to Tehran's conditions is insufficient while Foreign Ministry language still speaks of review (Iran International, 13 Oct; prior brief). Trump has said he will not resume strikes on Iran before the 3 Nov midterms (same sources).

Lebanon. Israeli artillery hit several southern Lebanese villages on the evening of 13 Oct and the morning of 14 Oct (L'Orient Today, 14 Oct; AA, 14 Oct). The Security Zone / daily-fire pattern continues; no new Beirut deep strike or Litani-crossing offensive was found.

Energy. Brent for December delivery settled at $105.69 on 13 Oct, down $0.96 (Xinhua, 14 Oct). Intraday quotes on 14 Oct were near $106-107 as Houthi-Aramco headlines hit (Economic Times, 14 Oct).

Indicators. W-1 EXTREME (=, reconfirmed; #172 adds to 13 Oct tally). W-2 EXTREME (= / upward pressure; energy infrastructure now hit inside the kingdom, not only the airport). W-3 SIGNIFICANT (=). W-4 ABNORMAL (=; no new Iran-Israel ballistic exchange found). W-5 SIGNIFICANT (=; Trump still deliberating, no US Yemen strike acknowledgment). W-6 SIGNIFICANT (= / upward; Aramco administrative building fire). W-7 SIGNIFICANT (=, Brent $105.69 settle). W-8 SIGNIFICANT (=). Roll-up: 2 Extreme + ≥2 Significant = PROBABLE.

ANALYST NOTE. The Saudi-Houthi front is the fastest path to an IMMINENT tripwire. We assess with moderate confidence that a US decision to join Saudi strikes on the Houthis before 3 Nov remains unlikely (about 35-40%, slightly up from WAR-02's 35% baseline as Aramco is now burning and four civilians are wounded in the capital). A US-Iran deal restoring Hormuz transit before 30 Nov remains unlikely (about 20%, unchanged). Renewed US strikes on Iran itself before 3 Nov remain very unlikely (about 10%). Iran's stated aim of keeping oil elevated into the midterms means W-1 and W-7 are unlikely to ease this week. FPI watch: Brent above $100 continues to feed the rates path into the 27-28 Oct FOMC.

II. RUSSIAN AGGRESSION | POTENTIAL CRISIS

Energy strikes (RUS-03 window opens today). NPC Ukrenergo reported a massive missile attack on energy facilities overnight and into the morning of 14 Oct, with consumers de-energized in Kyiv city and Kharkiv, Chernihiv, Sumy, Donetsk, Dnipropetrovsk, Khmelnytsky, and Zaporizhia regions (Interfax-Ukraine, 14 Oct). President Zelensky said Russia launched 39 ballistic missiles and over 120 drones against energy and critical infrastructure in Kyiv, Kyiv Oblast, and Kharkiv, called the attack "ostentatious disrespect toward the United States," and reported about 600,000 people without power, damage to 26 power facilities and four oil and gas sites. Kyiv Mayor Klitschko reported at least three killed and 22 injured (Kyiv Independent, 14 Oct; BBC, 14 Oct; AP, 14 Oct). RUS-03 day-1 status: counted. Energy-infrastructure strikes are reported for 14 Oct. Running tally for 14-31 Oct: 1 of 5 distinct days needed.

"Energy ceasefire." Moscow has still not confirmed Trump's 11 Oct announcement. Ukraine says it halted refinery strikes; Russia continued the grid campaign. Zelensky said partners again failed to provide advance warning of ballistic missiles (BBC; CNBC via prior reporting pattern). ISW's 13 Oct assessment held that no energy ceasefire existed as of that cycle and noted likely Russian drone strikes on two civilian vessels in Bulgaria's Black Sea EEZ overnight 12-13 Oct (ISW/Critical Threats, 13 Oct).

Front and flank. Ukrainian military command figures relayed in open sources put 229 combat clashes on 13 Oct, heaviest on the Pokrovsk axis (Intel Mapper / GS summary, 14 Oct). No new Moldova munitions incident was found for 13-14 Oct; the 10-11 Oct Geamăna drone remains the latest. No October 2026 Grom strategic nuclear exercise announcement was found (RUS-01 still open; anniversary window of the 22 Oct 2025 Grom is next week).

Indicators. R-3 SIGNIFICANT (= / upward pressure; Kyiv-area outages and a large ballistic package meet Significant, not yet Extreme). R-4 SIGNIFICANT (=; Bulgaria EEZ vessel strikes are at sea, not on NATO soil with casualties). R-10 ABNORMAL (=). R-1 ROUTINE (=). R-2 ROUTINE/border (=; 229 clashes). R-6 ABNORMAL (=; no new exercise). Roll-up: 2 Significant = POTENTIAL.

ANALYST NOTE. Day 1 of the RUS-03 window opened with a large energy package, which is consistent with the 70% "likely" forecast. We assess with moderate confidence that RUS-03 will likely resolve as a hit by 31 Oct if the current tempo holds. A formally confirmed Russian energy halt (RUS-05) remains unlikely (about 20%). Trilateral talks by 31 Oct (RUS-02) remain on a miss trajectory. The warning risk on the flank is unchanged: repeated partner-territory incidents without a NATO casualty. Watch Starlink/warning-support complaints as a separate C2 indicator, not yet mapped to an R-series score.

III. US MIDTERM ELECTION RESULTS | ENVIRONMENT FOR CRISIS

Federal posture and observers. NPR reports civil-rights and community groups are expanding polling-place observer networks ahead of 3 Nov, training volunteers to monitor the environment rather than administer elections (NPR, 14 Oct). The DOJ plan for about 1,000 election monitors and pending suits over armed federal agents at polls are unchanged from the 13 Oct brief. The Pentagon has said it has no plans to send troops to polling places (prior Votebeat).

Courts and process. No new nationwide DOJ policy ruling overnight. Votebeat's 13 Oct items remain the latest process trackers: a Wisconsin ruling that late-arriving ballots may count when delay is caused by official error; DOJ charges in Pennsylvania tied to alleged 2024 noncitizen voting; and activist pressure for emergency powers / voting-machine restrictions that Votebeat notes lack clear legal authority (Votebeat WI, 13 Oct; Votebeat PA, 13 Oct; Votebeat national, 13 Oct). USPS early-return guidance from 12 Oct still stands.

Indicators. M-1 SIGNIFICANT (=). M-2 ABNORMAL (=). M-7 ABNORMAL (=). M-3 to M-9 pending Election Day. Roll-up: 1 Significant + 2 Abnormal = ENVIRONMENT.

ANALYST NOTE. Pre-election process risk is still concentrated in M-1, with courts as the main damper. Observer expansion is a stabilizing process signal, not a crisis signal. We assess with moderate confidence that M-1 will likely remain Significant and not reach Extreme through 3 Nov (about 80%, unchanged). Post-3 Nov, M-7 and M-5 remain the indicators most likely to move. This assessment takes no position on any party's prospects.

IV. BITCOIN | ENVIRONMENT FOR CRISIS

Price (as of ~140700 EDT, pre-CPI). Bitcoin was holding above about $83,000 and trading roughly $83.0k-$83.7k ahead of the September CPI release (CoinDesk, 14 Oct; secondary close print near $83,376 on some trackers). That remains near the B-1 Routine/Abnormal border (~35% below the ~$126.2k ATH), but has recovered from the 13 Oct intraday low near $81.0k.

Flows. US spot bitcoin ETFs posted a net +$175.7M on Tuesday 13 Oct (FBTC +$103.1M, IBIT +$65.9M, MSBT +$6.7M), reversing Monday's -$65.4M IBIT outflow (Farside via SatoshiNakamoto.TV, 14 Oct; Farside; CryptoBriefing). B-4 stays ROUTINE.

Macro. September CPI is scheduled for 14 Oct at 0830 ET (BLS schedule). As of 140715 EDT the print is not yet released. Brent's $105.69 settle keeps the oil-shock side of B-5 in force. Next FOMC: 27-28 Oct.

Indicators. B-5 ABNORMAL (=). B-7 ABNORMAL (=; Bitget hack still the reference event). B-1 ROUTINE/border (=). B-4 ROUTINE (=). B-10 ROUTINE (no new $2B+ liquidation day found). Roll-up: 2 Abnormal = ENVIRONMENT.

ANALYST NOTE. The 13 Oct analyst note said a hot CPI would likely push a daily close below $81k within the week. That test is not yet live: the print is pending as of this brief, and spot has reclaimed the low-$83ks on an ETF inflow day. We assess with moderate confidence that the topic level stays ENVIRONMENT unless B-5 moves to Significant (second Fed hike or Brent sustained over $110) or a crypto-native Extreme tripwire hits. Re-check price and the CPI figure in the next cycle after 0830 ET.
